
The Ministry of Economic Development of Russia has updated the action plan to improve the energy efficiency of the economy
The Ministry of Economic Development sent a draft of an updated comprehensive plan of measures to improve the energy efficiency of the Russian economy for approval by the federal executive authorities. The document was developed on behalf of the Government together with the relevant federal and regional executive authorities, the expert and business community.
As measures for the development of energy efficiency financing instruments, it is proposed to remove restrictions on the development of energy service activities, attract “green” investments in energy conservation, and concessional lending for energy efficiency projects, including for the population and SMEs. It is proposed to create a specialized fund to invest in energy efficiency projects.
“The updated plan is aimed at improving the energy efficiency of the most energy-intensive sectors of the economy, which consume over 80% of all energy in the country: energy, industry, transport and housing and communal services. Technological renewal of the economy with the introduction of energy efficient technologies, in our opinion, should become a key driver for realizing the accumulated energy saving potential, ”said Ilya Torosov, Deputy Minister of Economic Development of the Russian Federation.
The implementation of the measures of the updated comprehensive plan will allow reducing the energy intensity of GDP only due to the technological factor by 20% by 2030 compared to 2017. The overall decrease in the energy intensity of GDP will be up to 35%. Saving energy resources will amount to over 140 million tons of fuel equivalent, which is equivalent to a reduction in greenhouse gas emissions of 280 million tons of CO2.
The draft comprehensive plan for improving energy efficiency is the main instrument for achieving the climatic goals of the Russian Federation to reduce greenhouse gas emissions and is synchronized with the draft strategy for low-carbon development of the Russian Federation until 2050, prepared by the Ministry of Economic Development and submitted to the Government in April 2020.
The draft comprehensive plan includes six main sectoral blocks of measures: electricity and heat power engineering, industrial technologies, energy-efficient materials, residential and public buildings, housing and communal services, transport, and the budget sector.
It is proposed to achieve high energy efficiency indicators in industry by introducing mandatory energy efficiency requirements when introducing the best available technologies, expanding and improving the requirements for energy consumption of household electrical appliances, and tightening requirements for energy efficiency of thermal insulation materials and structures.
“ Residential and public buildings, as the largest consumer of energy resources, are given special attention in a comprehensive manner. Modern analogues of existing buildings in the country consume half the energy, and information on the energy efficiency class of buildings has long become a global norm , ”the Deputy Minister noted.
Efficiency gains in the residential sector will be achieved through energy efficient capital repairs of apartment buildings. For these purposes, it is proposed to increase funding for the Fund for Assistance to Housing and Utilities Reform and to involve resource-supplying organizations in energy-efficient overhaul. For new construction, it is proposed to prohibit the use of energy-inefficient technical solutions and equipment. It is proposed to stimulate demand for energy efficient housing through the issuance of preferential mortgage loans.
